Taiwan Semiconductor Manufacturing Company is upgrading its second factory in Japan to produce three nanometre chips, the most advanced semiconductors ever manufactured outside Taiwan or the United States. With seventeen billion dollars of investment and backing from Prime Minister Takaichi, this represents a major shift in global chip manufacturing geography.

Japan Becomes New Frontier for Advanced Chipmaking

Taiwan Semiconductor Manufacturing Company has announced plans to dramatically upgrade its second wafer fabrication plant in Kumamoto, Japan, transforming it into a facility capable of producing three nanometre chips. This marks a significant departure from the original plan to manufacture six to twelve nanometre chips at the location.

The investment has ballooned from the original twelve point two billion dollars to approximately seventeen billion dollars, reflecting both the increased sophistication of the technology and the strategic importance of diversifying TSMC's manufacturing footprint.

Political Support Drives Expansion

Japanese Prime Minister Sanae Takaichi met with TSMC Chief Executive Officer C C Wei to discuss the project, signalling the government's commitment to supporting domestic semiconductor production as a matter of economic security. The Japanese government has already committed approximately one point two trillion yen in subsidies to support TSMC's first two Kumamoto facilities.

AI Demand Reshapes Strategy

The upgrade reflects a broader reassessment of TSMC's Japan strategy amid surging demand for advanced chips used in artificial intelligence applications. Reports from December indicated TSMC was reconsidering its approach after demand for six and seven nanometre chips weakened significantly since the second facility was announced in twenty twenty-four.

Three nanometre chips currently power some of the most advanced consumer and enterprise products, including Apple's latest processors and Qualcomm's flagship mobile chips. The technology enables faster processing speeds and improved energy efficiency compared to older manufacturing processes.

Production Timeline

Mass production at the upgraded facility is expected to begin by late twenty twenty-seven. The second plant, located adjacent to TSMC's first Kumamoto facility on a site covering sixty-nine thousand square metres, is expected to create one thousand seven hundred new jobs in the region.
